The converter decodes the JPG image and writes it as an uncompressed BMP (24-bit or 32-bit). The decoded pixels are preserved at the resolution of the source JPG. The file size grows significantly (typically 10-20x) because BMP does not compress.
BMP output is lossless at the pixel level — the decoded JPG image is written uncompressed, so no additional quality loss occurs beyond what was already in the source. The trade-off is file size: BMP files are 10-20x larger than the source.
